Earlier today, Cryosim sends me the following PMs:

So he's starting off on the wrong foot with heavy CTCP spam. (He denies it later, as per usual.)

Later on, he manages to catch me for the following:

(18:01:41) CitadelCore: Alright cool.

(18:02:16) CitadelCore: It’s been a long time since the SCP incident and my ban on the CI forums, and I have decided I would like to formally appeal my ban.
(18:02:41) CitadelCore: I am now 13, and much more mature than I was since the Incidient, and I can handle the #basesix chat and the Wiki.
(18:02:59) Tox: Well, you're not getting into SCP, I can tell you that much right now
(18:03:17) Tox: Not that I have authority, but you don't meet their age req
(18:03:32) CitadelCore: I’m not trying to. I don’t want anything to do with SCP, ever again. Ever. I’m trying to get back into Chaos Insurgency.
(18:04:10) Tox: Your request for a ban appeal is logged; you may continue to make your case to me, if you so desire. Why do you think we should reconsider our stance?
(18:05:03) CitadelCore: One. Because I can behave maturely because of the SCP incident. I do not want to mess up my opportunity here at Chaos Insurgency and seriously want to creatively write.
(18:05:23) CitadelCore: Two. It’s been a long period of time. As I mentioned, I am thirteen now.

(18:08:23) CitadelCore: One other thing: I haven’t broken any rules on CI. The ban was carried over from the SCP Foundation, which both Ed and Cadbury posted on the Falchion thread, stating that I shouldn’t be banned. But I was banned anyway? I don’t understand what happened there. Anyway, that’s in the past.
(18:08:46) Tox: Ed and Cadbury eventually agreed with my position, you will note.
(18:09:16) CitadelCore: Ah. Ed talked to me for a while.

(18:10:53) Tox: I am uncertain. Your earlier CTCP spam does you no credit.

(18:11:50) Tox: Client-To-Client Protocol. You sent my client 24 CTCP requests in just under two minutes when I failed to respond to you this morning.

(18:12:40) Tox: No, it wasn't just whois — you sent ping, time, and version queries
(18:13:22) Tox: I'll consult with other users on the matter of your appeal; I can't promise you a time
(18:13:22) CitadelCore: Oh. Sorry. I didn’t intend to send them - I was messing around with the client.

(18:44:48) Tox: And let's face it. I'm not sure you actually deserve the forgiveness you seek, based on your history
(18:45:28) CitadelCore: I seriously apologize. I will never do such a thing again! After everything that’s happened, I’ve learnt a big lesson in life.

Needless to say, at this point I don't believe him farther than I can throw him, and I'm on the line with Procy at the time, who concurs with my judgments across the board. Because Cad and Heartful were absent, and Ed's fucked off into the Negaverse, I took initiative and made the command decision to deny his motion to have an appeal heard. Bear in mind that I had previously said the decision was not subject to appeal, but that I would consider permitting an appeal. This constitutes a denial of appeal, and the matter is now closed. I informed him here:

I agree with Tox's decision on the matter at hand. Also the spamming of what he was doing seems like passive agression to me.
