I've always been meaning to say this too, it is something we should clarify. Let me get the current facts straight first. We have the normal clearance ranks, a broad range of titles and credentials labeled Alpha, Beta, Gamma, Delta, Sigma, etc. that denotes seniority, authority, influence and importance for personnel.
However, the only recognized parts of this are the aforementioned, and we have not set a minimum clearance label, only maximum, which is Alpha. More on that now.
Our current look and agreement on this was Alpha is our version of the Directors, commanders and generals, heads of our various offices and departments, and, to some, our O5 command. We need to agree on what they really are based on that statement.
Beta clearance is for our versions of Senior researchers, researchers with enough experience or prowess in their field, lieutenants and agents with a lot of years and operations under their belt.
For our assistant researchers, less experienced agents, and I-need-more-time-to-think-of-examples, that would be Gamma.
And then Delta.
And then Sigma, which is generally low-level agents and guerillas and for-hire researchers.
And that is what we have thought of so far. Now, as for our organizational structure based on the above statements, my proposal is as following:
(Quantity of them should be inversely proportional to their position and rank, as a rule of thumb, and the exact number should depend on how important and how large the facility/base/cell/site is)
I would distribute the Alphas as 1 to 4 per base, to be the director, and head of whatever department/office/special storage unit needed in that place, also the strategy center head, boardroom guy, general. We need to decide how secret we want them to be, if we really should, and how they are able to interact with the lower-downs.
The Beta personnel would number in the tens or thirties, as the people who are the spotlights of whatever sector/specialty they work for, the containment specialists, usage analysts, also the weapons testing field, personnel trainers, advisors and military veterans, stuff like those.
Gamma personnel would be a lot more in quantity, as the engineers, the armory guys, the logistics manager, etc.
Delta would be similar to Gamma and Beta, albeit less experience, less seniority, less authority.
Sigma lesser than Delta, and would be ranked alongside terrorists, guerrilla freedom fighters.
